Construction to begin on $90M New Haven mixed-use Winchester Green project

Contributed A sketch of the proposed Winchester Green mixed-used development in New Haven.

Work on Winchester Green, a planned mixed-income and mixed-use development in New Haven’s Science Park, will begin in the new year as the development team announced it has secured funding.

Winchester Partners, a joint venture of Twining Properties and LMXD, a national mixed-income developer, is building the $90 million Winchester Green development – a five-story building that will host 283 mixed-income apartments on an underutilized surface parking lot. The project will include 57 affordable units and 12,800 square feet of retail space.

The project will include area infrastructure improvements, such as new private roads and a public park that will improve connectivity with the surrounding Dixwell and Newhallville neighborhoods.

The building will open in early 2026, and the infrastructure work should be complete by the end of 2025, the development team said.

Winchester Green is the next phase of the Winchester Center master plan to revitalize the former Winchester Arms factory complex into a new campus with jobs, shops and housing.

Winchester Green sits among the ongoing revitalization of Science Park, which includes 158 units of housing and a 150,000-square-foot fully leased lab and office space at 4 and 5 Science Park. At completion, Winchester Center could include over 1,000 apartments, retail, parks and 500,000 square feet of lab space.

Project partners also include the urban investment group within Goldman Sachs Asset Management, which is the major investment partner and tax credit investor.

The senior debt on the project is being provided by KeyBank, along with a tax-exempt loan from the New Haven Housing Authority.

Prior to the Winchester Green closing, an affiliate of Winchester Partners, in conjunction with Science Park Development Corp., secured a $5 million Urban Act Grant for the adjacent infrastructure project from the state Department of Economic and Community Development for two new private roads and a public park.
