Developer eyes over 1M sq. ft. of new industrial space in Windsor Locks

A development company that has built large industrial warehouses in the northern Greater Hartford area is eyeing a zone change that will allow more than 1 million square feet of industrial space in Windsor Locks.

Indiana-based Scannell Properties has applied for a zone change from business to industrial for roughly 76 acres of undeveloped property at Old County Road/CT Route 20 in Windsor Locks. 

The application would also remove the property from the Airport Interchange Overlay Zone, where industrial uses are not permitted.  

The zone change, according to the application, would facilitate future proposals for development of two warehouse buildings, approximately 1 million square feet and 150,000 square feet, respectively.  

The plan calls for 175 trailer loading docks and 95 trailer parking spaces for the larger building, and 30 trailer loading docks and 30 trailer parking spaces for the smaller building, and 675 employee parking spaces between four parking lots throughout the site.

This site had been eyed for an All Sports Village complex, a project that did not come to fruition. The developer of that project has since proposed a similar development in nearby Enfield.

Windsor Locks in its Plan of Conservation and Development “identified this property in particular as suitable for high-end industrial use,” Scannell officials said. 

The proposed zone change and development has received letters of support from the state Department of Economic and Community Development, MetroHartford Alliance and Connecticut Airport Authority, said Daniel Madrigal, senior development manager of Scannell properties.

“If approved, it will spur economic development by generating significant additional real and personal property tax revenue, as well as one-time development permitting fee revenue, creating many new construction jobs to build the facility, and creating many permanent jobs and increased business for other local establishments,” the application reads.

In the last few years, Scannell also built two massive industrial warehouse and bioscience technology space projects in Windsor along the Day Hill Road corridor.

Scannell does not intend to build the Windsor Locks property on spec, or without a secured tenant. 

“Instead, we are pursuing a build-to-suit development with a reputable company,” Madrigal said.  

Changing the property’s zoning classification in this way will help to bring an underutilized property to its higher potential, benefiting the town as a whole, Madrigal said. 

Based on its proximity to Interstate 91 and CT Route 20, the property is ideally situated for warehouse use, the application said.

If approved, the project would include an access drive from Old County Road, landscape buffers, and a sound wall to be installed on the eastern part of the property to minimize sound and provide visual screening, the application said. 

Madrigal said the project is in the very early stages of the application process.
