Mathews named Hartford’s permanent development services director

Mayor Luke Bronin on Wednesday announced that he will nominate I. Charles Mathews to serve as the permanent director of the department of development services, the top economic development and planning agency within city government. 

Mathews has served as the acting director of the agency since July, when he replaced Erik Johnson, who took a job with Shelbourne Global Solutions, the city’s largest landlord.
 
“I. Charles’ knowledge of Hartford and experience in government allowed him to hit the ground running, and he and his team have pressed forward on a range of economic development priorities despite the challenges created by the pandemic,” Bronin said.  “I have a great deal of confidence in his leadership of the department, and that’s why I’ll be nominating to serve as the permanent director.”
 
Mathews served as deputy mayor for the city of Hartford in the early 1990s.  He has served in senior roles at Fortune 100 companies, including United Technologies and the Quaker Oats Company.  He is a member of the board of directors of the Hartford Foundation for Public Giving, a former president of the board of the Wilson Gray YMCA, and a former chairperson of the Hartford Stadium Authority.  
 
Bronin on Wednesday also announced that Thulani LeGrier, the city’s director of human resources, will be stepping down to pursue other opportunities and Marlene Fleeting, assistant director of human resources, will serve as the acting director.
