New solar system installed at East Windsor apartments

A new solar power system installed at the Park Hill housing complex in East Windsor is expected to save the town’s housing authority over $100,000 over the life of the project.

The Connecticut Green Bank, which facilitated the setup, said the East Windsor Housing Authority has agreed to buy the electricity generated by the 39.6-kilowatt photovoltaic system under the terms of a 20-year power purchase agreement. That arrangement will save the agency about $130,000 in avoided energy costs over the next two decades, according to Green Bank officials.

“A power purchase agreement works well for properties like a housing authority that cannot monetize the investment tax credits offered by the federal government,” said Mackey Dykes, vice president of financing programs at the Green Bank. “The PPA model allows the housing authority to harness all the energy and cost savings benefits of solar energy.”

Park Hill, which is located in the Broad Brook section of town, provides housing for low-income and elderly residents and residents with disabilities. It includes 84 garden-style apartments, three laundry rooms, a 1,088-square-foot maintenance garage and a 2,352-square-foot community hall and office building.

The Green Bank partnered with Inclusive Prosperity Capital, a nonprofit investment fund, to own and maintain the solar power system.

The solar panels were installed by Green Earth Roofing Solutions.
