Site plan approved for new YNHH neuroscience center, expansion

The City Plan Commission on Wednesday approved Yale New Haven Health’s plan for a new neuroscience center and expansion at its St. Raphael campus.

YNHH originally announced the $838 million, 505,000 square-foot project in April 2019. 

According to plans on file at City Hall, the project includes two new patient facilities, including a neuroscience center, along with an expanded emergency room and parking garage space. At the neuroscience center, medical staff  will treat patients with an array of neurological disorders, such as stroke, dementia, Parkinson’s disease, epilepsy and Lou Gehrig’s disease. 

The project will be constructed within the existing footprint of the St. Raphael hospital campus, which is bordered by Sherman Avenue and George Street. The main entrance of the hospital will shift from Chapel to George Street.

“We continue to appreciate the full support and partnership of the city of New Haven in advancing this critical project, even in the midst of an historic health-care crisis,” said Vin Petrini, senior vice president of public affairs for the Yale New Haven Health System, on Thursday morning.

“A pandemic like COVID-19 demonstrates the vital importance of essential health care access,” Petrini added. “This new facility will allow us to expand that access in the future as we build out innovative programs in the neurosciences.”

Attorney John W. Knuff with the law firm of Hurwitz Sagarin Slossberg & Knuff in Milford represented the health system before the commission. Knuff deferred comment on the approval to hospital officials.

The plans also include a serene roof garden of some 7,800 square feet, and a pedestrian bridge over Orchard Street, documents show.

YNHH had originally planned for the project to be completed in 2024. Depending on how long the continuing coronavirus crisis persists, the timeline could change, however, hospital officials indicated.

Last fall, YNHH announced the results of a study into the economic impact of the project on the city and the state. The study indicated it could bring a $1 billion boost, due to the creation of more jobs and stimulation of the region’s retail, hospitality and other industries.
