Former exec at General Dynamics, Quinnipiac Univ. named CEO of Girl Scouts of CT

An accomplished attorney and human resources executive has been named the new CEO of Girl Scouts of Connecticut.

Elicia Pegues Spearman, of Cheshire, begins in her new role today. She succeeds Diana Mahoney, the outgoing CEO.

“Girl Scouts is extremely fortunate to have this fearless female to guide the organization in the coming years,” Mahoney said. “It will be exciting to see new programs and initiatives unveiled under Elicia’s skillful leadership.”

Most recently, Spearman worked in the dual role of general counsel and vice president of human resources at Quinnipiac University in Hamden.

Before that, she was vice president and chief human resources officer at General Dynamics Electric Boat. She has also worked for Fortune 500 companies including Aetna and Hubbell, the state Commission on Human Rights and Opportunities, and the FBI.

In 2022, Girl Scouts of Connecticut honored Spearman as a “champion of girls and young women” at its Annual Breakfast Badge Awards.

“I love being a champion for girls, helping them discover how big their goals could be,” Spearman said when accepting the award. “We should want to help the next generation do better than we’ve done, think critically and innovatively solve the problems of today. I love seeing people succeed.”

According to the Girl Scouts of Connecticut’s latest 990 tax form, the nonprofit reported 228 employees in fiscal 2022, which ran through Sept. 30, 2022. The organization reported $13.6 million in revenue in fiscal 2022, down from $18.2 million in the year-ago period. It also reported a $23,375 surplus in fiscal 2022, according to its 990 tax form.
