Here are several recent staffing shakeups in Greater Hartford.
Stephen Rupar has joined engineering and professional services firm WSP USA as Connecticut water supply engineering practice leader, and will lead the firm’s drinking water practice.
Rupar has led numerous water supply improvement studies and designs, including treatment, storage and water main improvements.

Jim Gothers has been appointed head of national sales for the financial institution business of Covr Financial Technologies, a Hartford-based digital life insurance software developer.
Gothers previously spent fourteen years with Merrill Lynch and Bank of America leading insurance distribution nationally.

John A. Patoka has been promoted as principal at Glastonbury CPA firm Sheptoff, Reuber & Co.
Patoka began his public accounting career in 2002 and joined Sheptoff, Reuber & Co., PC in 2004.

Noreen Webb has joined Middletown-based Connecticut Convention & Sports Bureau (CTCSB) as its director of SMERF (Social, Military, Education, Religious & Fraternal) Accounts. In her new position, Webb will work with meeting planners at SMERF associations and groups that are considering Connecticut sites for new or returning conventions, meetings and events.
Webb previously worked as director of catering services for the Hartford Marriott Farmington.

Brian Tuohey, owner and president of The Collins Companies -- which distribute pipe, valves and fittings, and engineered specialties -- will assume the role of CEO, and has promoted Paul Andruszkiewicz to the rank of President.
Andruszkiewicz previously served as Collins’ vice president of sales.

J. Rockwell Allen has joined the West Hartford financial planning and investment firm Private Capital Group LLC as a member of the firm’s financial planning team, where he will focus on on long-range financial and investment planning.
Allen previously served as a member of the West Springfield, Mass. financial planning practice of APW Wealth Advisors.

Matthew Hummel was hired as commercial banking team leader at Ohio regional lender KeyBank, and will work out of KeyBank’s offices in Hartford and New Haven, leading and expanding the team of commercial bankers serving middle market clients in Connecticut and western Massachusetts.
Hummell previously worked at Bank of America’s Global Commercial Banking group, where he strategically aligned banking resources to the needs of middle market companies requiring complex debt, capital markets, currency, treasury, and other financial solutions.

Michael Boardman has been appointed executive vice president, head of wealth management and a member of the management committee at People’s United Bank N.A., where he will be responsible for leading People's United's wealth management business.
Boardman most recently served as executive vice president, head of U.S. wealth management for HSBC.
