Moxi on the Rocks is seeking online investors to transform an East Hartford mill building into a drinking and dining complex that also houses a hydro-powered alcohol distillery and retail shop for Connecticut-made alcoholic and soft drinks.

The East Hartford-based company is trying to raise $107,000 via online fundraising site mainvest.com by April 7 to fund architectural and design planning for the redevelopment of the Burnside Mill complex in East Hartford, said Moxi on the Rocks CEO Tomas Nenortas.

Nenortas is also CEO of Quiver Spirits, a four-year-old spiced honey grain alcohol maker that hasn't yet launched but plans to locate in the redeveloped mill.

"We hope to get all our construction and zoning [permits] done in the next three months," Nenortas said Tuesday morning.

The company already has $150,000 in private investment for the project and is also seeking bank financing in addition to trying to raise the $107,000 via online, Nenortas said. Once construction begins, Nenortas said he thinks the buildout will take about a year and cost $1 million. When construction goes forward, he wants to start on the distillery wing of the complex -- which he said should take about six months -- so that Quiver can begin earning revenue.

Rick Fattibene, who owns the Burnside Mill complex through 87 Church LLC, is currently working with the University of Connecticut's department of Environmental Engineering Program to restore hydropower to the mill. Nenortas plans to lease space for Moxi on the Rocks, and build it out to include a restaurant and "libation library" selling beer, wine, spirits and soft drinks by Connecticut companies, Nenortas said.

Under plans, the space will also host Quiver Spirits, and will serve as an incubator for early-stage liquor production startups, Nenortas said.
