New rent and utility grants target households hurt by pandemic

Federal pandemic-relief funds will be directed toward state residents in need of help with rent and utility bills under a new state program launched this week.

Called UniteCT, the new program provides funding to qualified Connecticut households financially impacted by COVID-19. Gov. Ned Lamont, members of Connecticut’s Congressional delegation and Connecticut Housing Commissioner Seila Mosquera-Bruno announced the program on Monday.

“UniteCT provides Connecticut tenants and landlords a much-needed fresh start and further assistance so our families can get back on their feet without worrying about the roof over their heads,” Lamont said.

The funding covers up to $10,000 in overdue rent and $1,500 in overdue electric bills, to be paid to landlords and utility companies on behalf of approved tenants. Applications can be submitted online from any computer or smartphone and tracked by both tenants and landlords.

A call center, housing agencies and other community partners across the state will provide help to those seeking to apply for the funds. Undocumented residents are also eligible for funding.

The new program draws from Connecticut’s $235 million share of the $25 billion set aside by Congress for emergency rental and utility assistance in December’s stimulus package. The most recent stimulus, approved last week, allocated an additional $21.6 billion for rental and utility assistance nationwide.
