Social Equity Council to hold special meeting to preview cannabis business license application

Social Equity Council members hold a virtual meeting Jan. 4.

The Social Equity next week will hold a special meeting to preview the application that prospective cannabis entrepreneurs will need to fill out in order to apply for a license.

The meeting is set for Tuesday, Feb. 1, and will come two days before the Department of Consumer Protection opens up the application window for individuals and companies that want to apply for a license to operate a recreational marijuana dispensary.

Social Equity Council Interim Executive Director Ginne-Rae Clay said the group will get a walk-through of the application during its special meeting. Rod Marriot from the DCP will present the application and the 15-member council will have the chance to comment and ask questions.

“We’ve had a couple looks at it prior but finalizing the application and getting it open is exciting,” Clay said. “The time has come.”

Among other items scheduled for Tuesday, Clay will present the committee’s plan for 2022. Clay said one of the first focuses of the year is guiding companies through the provisional license stage, which lasts up to 14 months, to their full licensure as an adult-use cannabis entity.

“The work plan is really about standing up the cannabis industry and making sure that we are implementing the law to the fullest,” Clay said. “It’s really about getting these companies up and running.”

The provisional license gives companies the ability to formally get their business ready to open, including finalizing leases and investments. Social equity applicants will have to submit qualifying information at the provisional stage, but more detailed information such as social equity and workforce plans and zoning approvals can be submitted later.

Outreach will be a key part of the Social Equity Council’s focus, Clay said, adding she’ll go over some details about how the state plans to connect with hopeful cannabis entrepreneurs during the meeting. She’s personally scheduling office hours to meet with prospective cannabis businesses, and people can send questions to the Social Equity Council’s dedicated email, SEC@CT.gov, for information.

“We’re still building this plane as we’re flying it,” Clay said. “It’s evolving. There will be some tweaks that we have to make because we’ve never done this before.”
